Is it not the other side of the blue plate in same space the air intake is?

Don't think there is any way to get at it without stripping the whole thing down There is no service/inspection hatch.
I was looking on eBay and there was a couple out if other stephill units that didn't have pulley on, although they could have just removed to keep as a spare.

Perhaps they buy them that way as they know you could not use one anyway.

Stop solenoid powered on to run, remove it, run fuel direct to find out if it works, you can always remove the fuel pipe to stop fuel to pump!

well that's a big yes as you're preventing any compression building in the cylinder(s)

I'm sure it was speeding up when decompression lever pressed

Thats what you would expect IF it has good compression.

As it has fuel & air then compression & fuel injection timing are about all that left.
