Many years ago I spoke to a copper about these kind of things at a show. He said yes they work great on developed photos. He had a book of photos showing these blurred out plates from speed cameras. Then he showed the negatives and the plates where clear as day.
Also if it is even slightly visible then you will get nicked anyway.
