Round my way planners are bloody awful my yard is an ex sewage works so pretty brownfield I would say however trying to get planning on it for a house has cost me 30k so far the local village boundary runs along the fence line they are even trying to stop me using it for a yard atm I'm keeping quiet as I'm near my 10 years

Last I heard they were binning the 4 year rule and making everything a flat 10.

25th April it changes unless the rules have all ready been broken prior to that date then the 4 year rule for development still applies. Get your evidence in place boys and girls!!
