If some electric cars are giving some serious acceleration to the 0-60 benchmark,and they go on to 130 mph plus or more,one day when the goverments introduce legistation of a 70mph limit to manufacturers, will we see the benchmark for performance as 0-70?

Without the need for the top speed ability, will they be regeared down with all that torque will we see cars that 0-70 in 2 sec then hit a wall?
The likes of porsche and sport car manufacturers will need some sort of boast after all..
