To be honest mate, my experience is most of these reports are concocted in house by management/SHEW (not that group of rodents.... another group.... Safety Health Environment and Wellbeing)

Trouble is most involved are utterly disconnected with the day to day realities.... and those not involved follow the "path of least resistance, pretend to play by the rules and keep quiet when they aren't fit for purpose" school of thought.

Reality is these people should be appointing people at the same site level whom are removed from the accident to do the investigation and write up.

It seems bonkers but what they are concerned about here is impressed voltage - that stock-fence could give you a belt as it is running under the overheads, so should be earthed.
National Grid have a lot of hoops to jump through and anyone working on their sites should be well aware that corners can’t be cut and audits are frequent.
We used to have a nightmare working for them when ill-conceived but religiously enforced safety protocols (often drawn up by their approved contractor who should have known better as they were responsible for delivering the specific work we undertook) actually made the job more dangerous. Glad to not be involved anymore - lots of muppetry at play.

I did figure as much, But the issue comes right across in that fact.

Lots of talk of "the machine" when the actual issue is the long string of wire...... Lots of bollocks about breaking ground and the machine when the risks are actually down to a fence which likewise could be being erected by hand with the same hazard......
