To be honest mate, my experience is most of these reports are concocted in house by management/SHEW (not that group of rodents.... another group.... Safety Health Environment and Wellbeing)Wonder what some of those reports cost...no doubt involving myriad of consultants .
It seems bonkers but what they are concerned about here is impressed voltage - that stock-fence could give you a belt as it is running under the overheads, so should be earthed.Things your unlikely to hit....

National Grid have a lot of hoops to jump through and anyone working on their sites should be well aware that corners can’t be cut and audits are frequent.
We used to have a nightmare working for them when ill-conceived but religiously enforced safety protocols (often drawn up by their approved contractor who should have known better as they were responsible for delivering the specific work we undertook) actually made the job more dangerous. Glad to not be involved anymore - lots of muppetry at play.
