you'd empty the tank and be getting pump cavitation if that were the case
more likely your bypass is faulty and not allowing excess pressure to bypass .. do you have the right return filter installed - correctly???
bypass should only come into play if the return route through the filter is blocked
what's the filter look like - is it in the right way up? assume this is a return installation in the top of the tank with a bypass port built into it?
also assume it's a pressurised tank system?
