Can you get big countersunk anchor boltsrawlbolts but change the bolts to countersunk screws and countersink the plate?
you can get fair sized countersunk screws with allen key heads just get the right metric threads lots of different sized anchors availableCan you get big countersunk anchor bolts
Second that . Can't beat thunder bolts or conc bolts.Just drill and countersink the plate and use countersunk concrete screws. Simples. 6mm would be fine, you could use 7.5mm but no point as there's next to zero loading on them.
I'd probably just use a co-polymer adhesive/sealant and leave a few bricks on them overnight as they go off. By far the easiest/lest intrusive method and no way would they come loose so long as the concrete was solid. clean and not dusty before you did it.
I can't believe you lot all suggesting rawl bolts, it's not a rope access anchor point!

selection of expanding bodiesissue with c/s heads is you can't through bolt with them (least none I've seen?) ... I used to buy sleeve anchors with a nut in them, but the body for an M12 was 22+ mm so had to pre-drill through plate/whatever, move it out the way, open up to 22mm fit and then drop the plate/whatever, back in place .. will get you a photo later Dylan

In fact yesterdays little job in the sun..
M10s solid as a rock.
pretty new things (to me) ... were just about coming about when I packed in ... had used some 10mm ones in the yard once but wasn't impressed, compared to knock in thruboltsJust drill and countersink the plate and use countersunk concrete screws. Yep 2nd that bit of chemical anchor in too. You'll be surprised how much chequer plate will loosen if even 1 fixing is not tight to the surfaceCountersink the plate, use these.
Job done.
