Whilst I definitely don’t agree with more red tape I have a feeling that this is being brought in to clamp down on foreign 3.5 tonne van driving hauliers (there are some massive Polish Iveco daily curtainsiders for example, running with no tachos).

Agreed. Weighbridge at cuerden had only foreign trucks in last week...
But it's a slippery slope...they do all vans before long

How hard to have a bloody weighbridge coming off the ferry / tunnel. Over the weight then they get turned around and fined
