Two options, Proper repair, or Cable Control/Stop.

Proper repair is electrical engineer and some coin, I expect it's a corroded electrical plug somewhere but could be £££'s,

Other option would be to run a cable throttle and cable stop control.

Morning funny you say that just done similar on an old JS130 tracked it back to a failed computer / throttle controller and put a throttle cable assembly on it not ideal but got it going..

Try disconnecting the alternator, had that on a machine once, alternator was faulty and back feeding the ignition system and this was causing some strange faults!
Might be a long shot, but will cost nothing to try it.

good call ... I've had a faulty alternator/regulator throw up all sorts of weird issues on kit before now too .... and'd never credit it to that
