I understand what you mean, but you are taking a very narrow view of the definition of 'Vaccine'.
I'm booked in next week to receive two "vaccines".
First is japanese encephalitis. Second is typhoid.
I had both of these six years ago, but it is considered their effect will have faded to the point that they no longer provide adequate protection.
Similarly, I've had the course of rabies vaccinations. The rabies shots do not give you a license to pat every flea bitten mutt across the 3rd world, what it buys you is time.
Untreated, the mortality of rabies is 100%.
Having the vaccine gives you 7-days to find a hospital to get treatment (or you will die).
Flu vaccines don't guarantee you won't catch the flu, but reduce the severity if you do.
Many people chose to get the flu vaccine every year without considering what is in it. Typically the flu vaccine contains the component to treat the dominant strain from the previous year(s) plus a component to treat what is guessed to be the next evolved strain. This is always guessed ahead of time to allow for manufacturing delays. Usually it is beneficial, but not always.
