Does this look acceptable for a chain and hook? Seems way too much play.

No. Wrong size binder for that chain.
even though it has 3/8" stamped/embossed into it -- I assume that's 10mm chain in it ATM ... if it's 8mm then deffo not

If that’s what they say, go with it but I can’t say I’ve seen a wagon come in with that much of a gap in the binder, and the ones w use here definitely don’t.

Some binders only specify they fit one chain size, but I do quite a bit with different chains and have come across binders that cover different size chain. They aren't a tight fit on the chain but there ain't no way those links are giving in and swashing through the hook before the chain safe working rating is exceeded...
