Simple solution to the target is to provide an economy that supports purchasing houses. Cutting stamp duty might help, providing long term low rate mortgages would help. False promises without taking action is a plan to fail.

fudge the rules and blurr the boundaries -- just get them built ...... Smarmer et al will do ANYTHING to get sh1t moving ... no wonder no one wants to build with a 50% affordable element - 20% here and that makes a lot of small sites unviable
got a bloke in the village who only got his planning based on an affordable contribution element -- now trying to wriggle free on the unviability argument - what he's built have all been £5-700k hutches - should've been made to build the affordable first - not the first time he's tried it
