Yes as druid says above slide that pin back. Also should be a little sprung lever below that pin, old boy I bought mine off said to give it a couple of pulls before trying to start.
Bizarre but i find it easier to start without messing with compression. It's to hard to get spinning then mess with the handle. The old boy who I bought off was around 70 and could start with compression. He said theres a knack to it winding it round tell you hit the resistance then a bit of a rhythm. He was right TBF, it has been crap lately because of cold weather I think but still always start without messing with compression
