It’s only a wash weldthe rod would be too close to get much heat into the job
Well that’s what I think, it’s cosmetically ok but I’d assume that’s about it? But was wondering what the professionals think, as I’m only an amateur.

other than the high level of current used to burn the flux out and give an intense enough arc, I'm inclined to agree that it'd be more of a cosmetic, than a decently penetrated run .... would be really good to see it sectioned and peeled

No. It’s only laying on top, like a down hand vertical. Normally a butt with a 6013 or 7018 the weld ends up roughly half the length of the rod, or less, depending on plate thickness. That weld is the same length as the rod.
