if we're talking Sweet Lamb on Epynt, the entire mountain/moor is a live firing range over a vast area, is gated, with red flags and no entry to ANYONE when closed. The ministry have built dummy villages, all sorts up there.
In 1940, they evicted/relocated the entire village of Mynnyd Epynt from up there and has been under MOD control ever since. Roads, etc. are only open to public access when they choose to open the gates and lower the flags ... IIRC it's all under the control of the Sennybridge camp.
