suggest you read the reg.s @Vicky " The overall length of the combined machine and trailer cannot exceed eight metres and the trailer must bear the same number plate as the towing machine. "
The regulation has not been updated, if you apply, you will receive a Vehicle Special Order which will provide a derogation against Authorisation of Special Types (General Order) Schedule III, Part III, Clause 14 - amongst the requirements, it will state, 'the overall length of the vehicle must not exceed 8m,'

Oh and can only be used specifically for road maintenance, to/from the location of the works

" Under the new regulation, it will be possible for customers to get a permit to use wheeled engineering plant, such as backhoe loaders and wheeled excavators, to tow a trailer on the highway, for the purposes of construction, maintenance, and repair of roads.
Under the new order, construction plant will be permitted to tow a trailer that is unladen, or that is carrying material or tools to and from a road construction, repair, or maintenance site. "
Yes, limited purpose for the towing but a start, plenty of people have applied and the plan is to use evidence from the VSO applications and EP towing to revise clause 14 to permit towing for any purpose, bit more work for me to do :)

I think you will find that the '' vehicle '' will consist of/refer to both the towing machine and trailer forming one " vehicle "

I have confirmation from DfT that vehicle in this instance is not the combination, it has been deliberately worded so if challenged folks can refer to vehicle and trailer combination in other legislation to confirm for this VSO it is only the vehicle. The clever DfT lawyers did the work on that bit, engineering plant with trailer is not considered one vehicle.

hi @Vicky
any chance of sharing the attached VSO draft copy?

" We have now finalised the VSO. Please see attached a draft VSO permitting wheeled engineering plant vehicles (EP) with an overall length that does not exceed 8 metres to tow trailers that carry materials and tools for road construction and repairs and increase their permitted speed to 20 miles per hour on non-motorway roads. "

Don't see why not but so you are aware, the VSO is slightly different as it had a few iterations after I received this one, also note, every order will be slightly different in section 4, depending on the company dynamic, if you a hire company or individual operator/user or employee it will get slightly tweaked by VCA,
