Ram issue

I recently have been overhauling a mini digger and getting to the end of the handlin! Anyway the hydraulic oil has been changed, new ram seals and pipe to all the rams. The ram on the dipper ( that connects to the bucket linkage) doesnt Want to move. I disconnected the ram and the end closest to the rod was under pressure that it sort of blew off. The other side there was a lot of air came out. disconnected the ram moves in an out freely.
when the digger is running, and the lever is moved the pipes are under pressure but the ram doesnt want to move. I’m stuck for what would be wrong.
the pipes where replaced to the valve block, they shouldn’t be on the wrong way round at the valve block but can’t be hundred, if that makes any difference.

Is there a check valve on the system that is airlocked or not plumbed up right?

Disconnect both bucket hoses and gently operate the lever each way to make sure oil comes out of each hose as you would expect (and not both at the same time). Work back from there.

Are you sure it's not been connected to a aux line by mistake?
Is it definitely the only service that's not working properly?

What is the mini digger? If it’s pilot controlled it should run a little oil all the time the engine is running and arm down, pipes off both should drip at least.
