guy I know well - small local developer - bought a house in 2/3 acre plot several years go on edge of town ...
got planning for 5 exec.s ..
but WW/DC, as a consultee, objected on grounds of sewer having insufficient capacity ...
upgrade planned 5 years down the road
so a proviso was stipulated that although he could build them they were not to be occupied until the upgrade was done ......
Dai put 'em up, sold all five in weeks and had been occupied years before the upgrade occurred
Planning never checked/followed up on it and how the hell the buyer's solicitors never picked up on it in searches, is beyond me?
Has since been a controversial 50 odd house site built upstream from his, plus a 15 house site and the 'upgrade' is failing to cope ...
constant blockage issues.
WW/DC made no objections to either site -- big name dev.s
