If it starts and the calipso bar is down then Iirc there is a lock button on the little dash on the right

I've checked the lock switch and it's unlocked..one of the Mexicans who towed it in on the low boy said smth was smokin under hood but they never opened hood...and it will start up but when u turn knob to rev it up it shuts off

Don’t rev it up then

normally when a machine does that it’s drawing air in the fuel system somewhere, generally a badly fit fuel/water separator filter.

You need to clarify a few things here I think.....

it will start and run no problem?
if you turn the knob what happens to the revs?
you say it “shuts off”? What exactly do you mean? Engine stops or revs drop?
any messages displayed on the dash?

It starts up fine and then when you go to rev It up by turning the knob up it sounds like it's flooding out chokes out and shuts offIt has a 304 cal err on dash

When it displays this error, is it immediately when you turn the throttle or once the engine has stalled?

It displays the err code after engine has started
