How to paint this?

The client has just dropped my machines back to my yard from a job down in Reading and my 6 tonner has a nasty chunk out of the counterweight paint (along with a few other chips). I don’t recall doing it but there was a lot of rebar on the job so it’s not impossible that something got dragged over the tracks when I was using it…
Anyway - I have never really had any luck successfully painting this sort of damage in a tidy fashion.
The paint buildup is incredibly thick - how should this be tackled to do a tidy job? I want every tip and trick the communal hive-mind has please!!!
