No.

I once had one say there was a fee to have the card, I told them I'm not paying a fee and they just ok that's fine.

First year card was free as a “deal” then it’s been £12 a year since. I guess I could ring and barter it down but never bothered.

Some of mine had an annual charge, and the rest are free.
The only surcharges are if you draw fuel at supermarkets, rather than at core sites, or non branded sites (applegreen in welcome break services)
Allstar cards from memory work at pretty much any station, but no discounted prices?

Yes, quite agree. I dismissed fuel cards for years, been one of the better things I've done

Fuel card prices up and down usually help to work out what to expect on bulk fills though.
