Empty Diesel Bowser Towing

Hi, first post here. I've been asked to tow a 2000 litre diesel bowser, that is empty of fuel, on the back of an Iveco Daily flat bed van. Thing is, one of the blokes I work with says that you can only legally tow 1000 liters full or empty if you are not A.D.R. trained, which I'm not. Does any one here know if you can tow an empty 2000l bowser without an A.D.R. CERT. Thanks.

I think the same rules as a trailer, if it’s capable! You must then also carry a spill kit and extinguisher.

I think empty it should be OK, but it will come under the small load exemption, requiring basic adr training (adr awareness certificate), 2kg fire extinguisher, and stowed properly.

Just to note as well, anyone taking a sub 1000l bowser with or without fuel in on the road, also needs the above.

It definitely is a case with the 4 wheel Bowser's used for red diesel and heating fuel and the like that it requires adr regardless
Even the fitters taking them to the workshop require adr I don't know how strictly it's monitored.

But there must be some kind of exemptions for recovery, I don't know whether the fitters only need adr for planned works.
A bit like fitters only need a psv test for planned works but emergency can be done on an hgv.

Hmm not dead straightforward...
If .it's a UN Approved IBC then you can take up to 1000L as small load with DG awareness and extinguisher. You can take larger if empty and rated as UN IBC.
If it's not UN IBC rated it's full ADR regardless of size now the exemption has run out.
This is my understanding after chatting it over with our DGSA today on another topic and getting some lads on the course.

The argument is the Schrodingers Cat analogy.... same as towing Gross plated trailers that exceed the tractive unit's MAM.

A 2000L bowser could be full or empty.. Plod does not know..... same with a 2000L bowser half full..... it could be full or it could not.... etc etc.

A bit like DVSA's attitude..... a 2.8t capacity pickup towing a 3.5t plated trailer may be considered simultaneously both Overweight and legal until it's taken over a weighbridge as a result of Wasps being unable to grasp basic logic....

Trailer scenario is the only people who have ever been slapped on the wrist are people stupid enough not to argue.

Yeah units can tow what ever train weight they are plated to but the rules on trailers is more to do with axles.
1 axle 26t 2 axle 32t 3 axle 44t+ in Europe
In UK you need a 3 axle unit and 3 axle trailer to reach 44t, twin axle unit is 40t
And I can't remember what weight it is you have to go to double drive. Somewhere around 75t
