Not a new concept apparently, but not seen it before.
Similar to the gradalls in American, only it's the dipper not the boom that rotates.

Still won't tilt though....

But that with a tilt hitch would be just about the lowest build height tilty you could get. Albeit the tilt and rotate would be back to front. It does seem a pretty logical next step though

The main benefit would be you’d have all the breakout of the bucket ram available for side on digging

Kocurek used to do a lot of them for tunnelling work
