Empty it.

Put a band around the middle? 1/4” smaller than size heat it evenly drop it over cool it with water.

Maybe knock the middle bands off then heat them up and knock them back on while still hot when they cool should pull it tighter

or try to knock them towards the middle

Oh and give the patio a pressure wash

Not suremessing with metal straps will do any good. Might try a ratchet strap to see what happens. Or like doobin says and some sikaflex etc

did wonder about what looks like a band that's given up the ghost? ... re-join it and knock it down some?

or try to knock them towards the middle

or make a band up that is a little shorter with some blocks on the ends which you can pull together with a suitably HT bolt to tighten the band (and barrel segments) up on the centre 'waist' of the barrel (bit like a truck fuel tank band/big pipe clamp)

You might think emptying it is a pi** take but if you empty it put it somewhere to dry out and then try tightening bands when you refill it and the wood swells up it might seal. You might also find by emptying it out and getting a look in it its fooked
