There is a site just behind where that photo taken from (building a new bridge over the river), with temporary traffic lights, with one head the other side of the railway bridge, and the other back up the road.
Yesterday the traffic was backing up quite bad, would hazard a guess he was leaving the site, and rushed to tag on to the end of the traffic passing by.

That's it...29-32 now an utter pain in the ...4 lanes makes no difference imo ..folk just wander or sit out in lane 3 for no reason...accident every day I reckon . I do it twice a day normally 🖕🖕

s**t isn’t it I’m on my way home now and j26-j23 is 30 min delay and j22 is closed 😳

just parked up for an hour to see if it settles down a bit😢

J26-j23 roadworks is a complete sh*tshow of bucket parking areas and random rare sightings of an orange clad figure watching stuff on their phones sat in exspensive armchairs...how long does it take to rip out the central reservation and Chuck a concrete barrier and drains in FFS.

Modern sites are an exercise in finding a reason you can't do any work.
The companies are all far to top heavy and the managers all need to justify their own existence.
Some of the rules in place are utterly beyond me. And if one is broken the whole site needs to stop whilst the incident is investigated. What's more as none of the people in charge actually know how to do the job Everytime the job meets a challenge they all have to have a dozen meetings whilst they find someone who knows what they are doing to provide a solution.
And more often than not they seem to go with what the experienced blokes on the ground say but pretend it's there own idea.
