See h&s I am sure say they are for emergency use only on a forklift or telehandler, I maybe wrong?
No issues with them but companies should be careful.

Well trodden ground but I'd rather be 6m up on a 6t forklift than swaying about in a scissor that tips over if you run over a fag packet.

Imo outdoor scissors really shouldn't be driven around raised. it scares the hell out of me watching the electricians driving around in the warehouses fully up on a 1m wide machine
