Yes. Muck in the diesel tank blocking the fuel pickup.

Well that should do it. Also check for air leaks in the draw pipes.

Does a new filter cure it for a bit?

It’s either a blockage or air getting in. There may well be a second filter somewhere and possibly also a strainer gauze in the banjo onto the injection pump.
