Any suggestions for freeing the brakes.....?
Not locked, but stops quite quickly when freewheeling!
Handbrake operates a slide over rear axle, lubricated, seems ok.
Foot brake doesn't return fully, but when manually returned doesn't make any difference.....?

do it as well as you can,but learn to do it better

one i know of ,the shaft in the front axle which applies the brakes seized in the hole ,copius amounts of wd 40 and a lot of wiggling to and fro ,cured the problem

It’s what I do!
What model is it? The changed things around, front axle brakes or rear axle brakes, swivel skip or straight? Photos if you like👍🏻

Rear axle brakes, swivel skip.....
Can't see any shaft for the front brakes - ref. earlier comment
