Local garage to me had a 7.5 ton recovery wagon for years all legit, one weekend picked up an old dumper as a favour for a mate, got pulled and done for no o license etc. All down down to the load, anything other than recovery, even moving cars if not being recovered is outside the exemption(apparently).

Isn’t there O-Licence exemptions for recovery/distance from base? Not my area but think I recall reading something about it
Recovery is only O licence exempt for broken down or accident damaged vehicles, being taken home or place of repair. Vehicle delivery or bags on pallets isn't.
The distance from base exemption is for tachograph use.

Local garage I’m good friends with did police contracts for many years. From what I could tell, It got to the point the hoops weren’t worth jumping through so they gave it up.
yep .... used to be on their crane list in Gwent/Monmouthshire ..... got ridiculous and told 'em to remove me from their lists .. were happy enough to see you arrive and right/remove whatever was blocking two lanes though
