I would guess they are stolen.
Old trick is if nicking plates. Nick the front one from one vehicle and the rear from another. If both plates are missing they have obviously been stolen and get reported but if one is missing then most will assume it's fallen off and not bother reporting. And before anpr the chances 9f the police noticing two different plates on a vehicle without close examination was pretty unlikely.
