I don't think you can judge just from that picture. It's a temporary reinstatement, most likely done by an emergency gang. If the rest of the sets where mullered and they have done that to make it safe whilst new sets are procured then fair enough. The yellow line round the outside means that regardless of the reason it isn't permanent anyway.

To be fair majority of vehicles would pull that.
Got to like the way he tries to explain the ins and outs and then just wildly assumes the tow capacity calculation. Would assume it's the same as here... gtw - gvw = max tow (unless a newer pickup which only tells you max trailer weight when fully load) or just check the v5 or get a spec sheet.
Otherwise according to him its a random made up figure of gtw - trailer weight then x 0.8

Spoke to the Suffolk council workers repairing road He said we thought Kiers were bad before Kiers lost the contract they have now been run by a firm I have not heard of ,he said these are worst it all patch up not sought out the problem out this piece of road have a sink hole appear every few weeks all they do is fill it up and tarmac it put wont fix the main drain under ther road . If he sits in cab theres a camera facing driver and if he brakes sharp , sweve or takes a hand off the wheel he gets an email asking whats he up to.The firm have told him as hes getting old we only want young people then moan when the young workers only do a 4 day week

at one time- early 90s - there were moves afoot to make the max permissible drawn gross weight of a trailer 90% of the drawing vehicle - braked or otherwise ... obviously it never got put through ... was an Eu thing ... was on the heels of the change to 750kgs max unbraked on 1500kg or above vehicles and 50% for those below that ...

As with everything it's slightly more complicated. Firstly when a new firm takes over all the blokes get tupe'd over so it's highly irrelevant who's name is over the door. It's the same blokes doing the work. Then you get the fact the pay is dire therefore rarely attracts anyone of any calibre.
Next thing is most of the main drains are the responsibility of the water companies. Trying to get them to repair anything is an impossible task. However if the council where to engage contractors to fix the pipe the water companies will kick of and want to sign of the work. However they will then make an inspector completely unavailable or just throw hurdles in the way.

Not by any means defending any of this, just pointing out the problems run far deeper than initially obvious.
