Id say by the time you find out its not up to the job itll be toooo late, looks like an accident waiting to happen

They are for a hire fleet, so the owners will never need worry. Just carry plenty of insurance and make sure your paperwork is up to date. Any incidents are "operator error".

I would guess, as @Grahams says, if the hire firm has them loler ed, CE marked, maintenance, pre use/hire inspections, as per manufacture instructions, industry guidelines, they`ve done everything they can to cover themselves, even if they are rubbish.
Any failure causing injury or worst would be down to the hirer, possibly the manufacturer or CE issuer

absolutely .... but have you ever had a piece of hire kit that is all of that ... and insurers will wriggle like **** to unload responsibility

Yep will kill off most of the competition over time. Halfway through there 100 year plan and going pretty well by what I can see
