Sanderson forklift won't steer

So, I've got a Sanderson sb55 all the Hydraulics work but it just won't steer properly you can sort of steer it if your rolling. But when stationary it just won't turn the wheels look like they move a bit (I'm taking an inch) but just return to where they were. It'd got power assisted steering (1 or 2 hydraulic rams I can't remember) anyone got any ideas? Unfortunately from the last owner it does have about 25 litres of deisel in the hydraulic oil.
Any ideas?

It is a Sanderson sb55 forklift I forgot to mention rear wheel steer

I`ve got a feeling these where based on a ford tractor skid. If they used a ford tractor steering pump look for a round tank on the back of the timing case with a screw cap, its a pump and tank combined. Check the fluid level in there.

Yes your right ford 4000 they were based off. I asked on another group some had powersteering unit ran off the auxiliary belt. This seems different tho there's nothing like that on the engine I feel as though the steering and the Hydraulics for the forks are driven off the main hydraulic pump the forks have no issue I use them all the time. So it's a bit of a head scratcher for me 😂

mechanical link between steering and wheel or orbital? ...
if mechanical, how does the system 'translate' the input from the wheel to the hydraulic system to assist?
Moving valve to correlate with the mechanical linkage's movement?

The steering column goes into the orbital unit then 2 hoses come out and go to the steering ram at the back then 2 hoses go in from a main hydraulic steel pipe. It's a single ram so one of the pipes going to the ram is the sender pipe and the other one is the return when turning the other way

so purely hydraulic steering control then .....
priority valve giving issues 'praps ..
allows the steering priority over all other demand (lift/tilt circuits) on the system.
the 25 ltrs of derv in the oil will not be helping anything ..
I'd drop the oil out and change for fresh first off ...
it's going to be exceptionally thin with 25ltrs of diesel mixed in with it :( and may not be doing the orbital seals a world of good either

it should have a separate pump and reservoir for steering like picture on here check oil level first at cap on top if oil ok next is to check oil seal from pump to drive cog prone to leak

I assume that the belt, if there is one isn't just loose to the point of not driving or snapped and disappeared hence not spotting a separate pump?
if there is a separate pump, it'll either have an integral reservoir or a remote one, feeding the pump ... any signs?
some pix of this'd help a lot
