First post for me.

Does anyone know how to access and replace the pre fuel filter in the diesel tank on a Volvo ECR38?

I assume it looks like this based on this filter kit I see online.

presumably there's an inspection cover in the top of the tank then or it's on the bottom end of a dip tube attached to the tank outlet (often with the fuel gauge sender) in a screw in unit

The tank is directly below the seat and I can't see anything obvious. I took all the floor panels out and can just see the side of the tank. As its a service item there must be something im missing... you shouldn't have to take the machine to bits+ to access it, or at least im hoping..

If you stand back and eyeball the seat base, could the tank look like this?

The strainer in the tank isn't replaceable separately, it's part of the pump basket/level sender unit, item 2 in Gecko's post. The plastic bit you have circled in the picture is for...... and that information comes when you buy the filters from a decent company who cares and helps about their customers. Not some online reseller who is there to buy in bulk sell em cheap.
