From reading a bit further I came to conclusion anyone could technically apply...
No doubt they had added clout but even then it's taken em long enough ...

At least it’s clarification…
It’s gotta be a real pain having a Hydradig and only being able to carry one or two buckets with you.. but then adding a trailer onto a cramped site isn’t helpful either! Amount of times I had to dump my buckets on a verge somewhere out of the way!

TBF you aren't going to be putting a hydradig on a cramped highway site anyway. Way to big. The whole pothole pro thing is ridiculous. For the cost you could buy 2 skidsteers, one with planer one with sweeper. Work continuosly. More compact and easier to fit on site.
