If they are simply guilty of 2 tenders being cover priced the fine does look rather harsh. But the reality is if they don’t fine those involved in the low end of the price fixing chain it does not act as a deterrent.
Price fixing cartels are illegal and the only way to shatter them…….is to shatter them. “I was only playing at the edges your honor” is no defense.
