I don't think the paddles go close enough to the bottom to get a proper mix. I would be worried you will get cementy water at the top and neat sand /ballast at the bottom

Mixing piss is easy, it looked like it was hard on the man on the rake, att he end of the day it'll be fine for a farm slab especially with the finish they left on it

Probably wouldn’t take much ‘tuning’ to get it mixing better - bit of simple fabrication to get one paddle sweeping lower would be enough.
