Axle breaks stuck

Fired old forklift up today nip down rd pick up Half a dumpy bag stone someone didn't want. Brakes appear stuck on but for those who remember brakes never worked during my ownership. I googled the prob came across this thread from the old place. http://www.ceforum.co.uk/showthread.php?t=7182
Tried cracking bleed nipple didn't work but managed to crack this bolt below. Hiss of air then all free off again. Any ideas what made them stick on being as I don't use them ? It hasn't been shifted for a couple of months.

warmer temps and whatever air was in there had pressurised a little perhaps ..... take a half full placcy 4 pinter of milk out the fridge for a few minutes ... will blow up like a balloon

No idea mate but if your gonna be nipping down the road in it maybe it’s a good time to get the brakes working properly

Its ok doob they were stuck on lol!
It was 2 doors down they had their driveway done and wanted rid of half a bag of stone.

I did try and sort them a few years ago but never got round to it might have a go when I'm finished everything infront of me.
Would love to chuck a few bob at it and restore it properly but well beyond my capabilities
