A fixed arm swing crane, with a 12v winch would be an option.

you guys over in the Eu are famous for your gantry fixtures on the backs of trucks - overhead rail with a chain block, running the length of the bed and out over the back end -- can't find a pic

that's the sort of thing I was thinking of -- usually with a 'goal post' over the rear end of a flat bed with the beam slung under it -- can't believe I can't find a pic of one - used to see them all over France/Italy
