Can you not ring off a number he doesn’t associate with you and ask him to come and look at a blocked drain? At least you would get the chance to discuss the outstanding amount face to face. It’s normally easier to avoid being ignored face to face.
It is very frustrating when people owe you money as cash flow is king in a small business. If people are genuinely struggling to pay they would be better to tell you the truth and whilst not ideal at least you could work out a suitable payment agreement without the bad feeling.

Last person that tried to forget about paying one of my invoices I passed onto these people. https://www.beaumont-recoveries.co.uk/ Literally sent a copy of invoice, a brief overview of what had been done so far and left them with it. Got paid not long after!
