Our Local council employ literally the areas best hedge cutting guy… (he wins all the competitions) ………to mow the verges 🤦‍♂️

I think it's more to do with allocation of money. And allocation of responsibility. Some things are county council, some are borough, some are parish, some are county highways and some are national highways.
And within the different sectors you then have different departments and different contracts. Coupled with them all being skint and having a long list of people to please, and generally the people in the council seem utter spineless and incapable of telling people to do one so they try and please everyone by doing a half ar**d job of everything rather than a good job of a few things.

Not saying that it works perfectly and ive actually forgotten how its setup in the u.k .. does u.k have a village worker ?
Over here in our commune, (27km2 / 630 pop) we have couple of employees with a shed and certain amount of kit, tractor and mower, 3.5t tipper etc and their job is to maintain basic things in the commune.
Some roads are communal and some are departmental so thats where the town is in charge.
Seems to work o.k because as both the fellas live in the commune they have a vested interest in the job.

Unfortunately not, as @doobin says the lengthsman was pretty much that, usually local, and vast knowledge of their area, they know every grid, pipe and grip, where puddles would form, where they needed to keep a eye before problems started. Cost saving, they all gone, now less people covering much larger areas.
The older staff with the knowledge, have or are retiring, less replacements seem to be coming in, any with enthusiasm for doing the job, appear to move on, or get the enthusiasm knocked out of them by their colleagues or management. ☹️

Yeah but Im probably guilty of making it sound better than it is, sort of smug expat syndrome ,anyhow Its obviously not all perfect, by any means, for years ive ranted on about a 1001 things that are harder here, a proper wading through treacle job ! that said even in the 90's I remember moving plant across town to jobs and having to plan what time to move so we weren't stuck in traffic half the friggin morning, didnt like that feeling of too many people and not enough space,it wasn't going to get any better,so we chose somewhere quiet over here.

Your Neighbour has recently been bitten by the French way of life and purchase a ruin that he is doing up with the plan to sell up over here and move permanently.
They are about 30mins east of La Rochelle.
Reckon the weather is much better. They are in a little hamlet…..where almost everyone is English!!

Not a high sucess rate ....seen lots come and go over the years, even seen a few come,go, come back then go again 😬 , language barrier ,no friends, missing children or grandchildren, isolation, lack of work, iirc figures are about 70% go back within 5yrs and I would say that about aligns with what we see, not many incoming at moment, brexit has made it harder, getting registered to work is a bit harder, not impossible by any means but weeds out those who are not really committed.
