Don't know if this is of any interest, but likely to be many years of work:

What are they doing in Pompey for years?
They are raising the sea defences all the way round the island, but they seem to be taking an inordinate amount of time to do it and have destroyed a huge amount of access to the coastline. Southsea seafront is now mainly cut off from the beach by rock armour, with only designated access areas allowed. They are currently pumping huge amounts of shingle onto the allowed area to make a "safe" beach area.
The area the operator job is an old Navy rifle range that was reclaimed from the sea when waste was dumped there from other military works. Every time test holes were dug, when I was still involved down there, "interesting" stuff was found and they were quickly filled in. It was transferred from the military to the council years ago and work delayed. The last plan I saw involved underground parking below sea level, which I would guess would be extremely expensive just from a waterproofing angle, but will also mean moving the waste dumped there from back in the day.

The lads working next to the Cosham junction took weeks to grade the bank with a 30 tonner in the summer. Honestly, they can only have been doing 10m a day - how can you work that slowly with a machine that big!
Went back in September and they were still at it
And we wonder why things cost so much....

You forget, they will have attended their morning briefing weekly briefing, task briefing, weather briefing. Done their daily half hour walk round check and attended their topsoil toolbox talk, large machine tool box talk, grading bucket toolbox talk. Working in daylight hours toolbox talk. Not standing behind a reversing lorry tool box talk.
Completed their daily work permit, their permit to grade, permit to tip, permit to stop for lunch. This is on top of their 3 week safety induction and a twice weekly safety standdown. This is on top of the bi weekly safety forum.

To be honest it really is a miracle that they had any time to actually do the work by the time they have spent so much time being safe.

Could be worse locally someone created a large bank/bund which then failed not long after and had to redone
